Poor knowledge of SEN, they don’t want these particular children to attend their school as they don’t fit in the box they want them too, they don’t have the provisions to be able to support appropriately and they will do what they “need” to do to box tick and I believe they don’t have the intentions to make any efforts to provide appropriate support. If your child is a typical child with zero neurodivergence then the school will manage them well but if they display any tricky behaviours they will make it clear they are not welcome in their school.
